In order implement Executive Yuan’s public security strengthening policy, Council of Agriculture announced “a special project for strengthening security facilities on operation counters in credit departments of farmers’ and fishermen’s association” on March 24,2006. After utilization of various measures by the Bureau and the full cooperation on the part of credit departments of Farmers’ and Fishermen’s Associations, all 278 credit departments and 1,134 operation bases have finished the tasks of strengthening security facilities on operation counters by the end of October, 2006. Furthermore, the passing rate for financial institution crime prevention environment evaluation test has reached 100% target much earlier than banks and credit cooperatives.
Although the hardware facilities for security protection in credit departments of Farmers’ and fishermen’s association have been significantly improved, the software mechanism of emergency response action is also very important in effectively prevent and stop crimes from happening. Therefore, the Bureau has not only asked credit departments of farmers’ and fishermen’s associations to conduct employee self defense practices, it has also worked with National Policy Agency to conduct “Financial institution security maintenance self defense unit demonstration” in the hope of getting institutions and assistance from policy agency and strengthening the communication between financial institution and police departments to concretely implement the functions of self defense unit in security maintenance. It is also a chance for credit departments to learn from each others and enhance self defense capability.
After the credit departments of farmers’ and fishermen’s associations have enhanced their security protection, the successful rate of rubbery in the second half of 2006 has been reduced by 25% than the first half of 2006. The police’s case breaking rate has also been greatly improved. The Bureau will continue to supervise credit departments in strengthening security measures so that the bad guys wouldn’t have a chance to carry out their acts, and maintain 100% passing rate in crime prevention environment evaluation test in order to contribute to crime prevention and public security.
