According to the regulation in Article 151 of “Consumer Debt Clearance Act”, before debtor applies for credit rehabilitation or debt liquidation, debtor should submit a creditors’ list and make a written request for negotiations with the largest creditor. Debtors can file in court for credit rehabilitation or debt liquidation only if the negotiations are unsuccessful.
